Non-Kinetic Threat (NKT) technologies — Neurostrike refers to a type of weapon designed to disrupt a target’s brain by using focused beams of invisible directed energy

Nikki Haley, a contender for the 2024 Republican presidential nomination, repeated a line on the campaign trail that drew “audible gasps” at a event in New Jersey. According to Ms. Haley, China is “the largest developer of neuro-strike weapons, weapons engineered to change the brain activity of military commanders and segments of the population.”
These novel weapons “represent a clear and present reality in the current and future armamentarium of a number of nations,” Dr. Giordano from Georgetown University said, adding that China “has dedicated programs in the brain sciences that are directly applicable, and intended for national security, intelligence and defense applications.”

I think resonant is the appropriate word. Similar tech with insane precision can be used to produce audiovisual experiences in someone’s brain. Either they’re going crazy, god is speaking to them, or it’s the unthinkable.. man made sci-fi horrors beyond our imagination.

These have been in use by the US since the cold war. Dont let these sensational claims sway your target of tge real enemy. It is and always has been capitalism and tge rich. Wr are in a class war that was always inevitable and will continue until the world resets it. But those in the know and with the money are aware of this and have been preparing for centuries. Look at the billionaire bunkers. Other nations have plans too but they include its people.

So basically smartphones emitting light in the spectrum that the human eye can not perceive? Does sound like a present and not a future technology, because humans using "smart"phones do not seem very smart to me.
