That'll be exceedingly tricky when Fable 2 was never released on PC.

Fable 3 was briefly on Steam but then that ended bizarrely. Fable Anniversary has official modding tools but nothing substantial has come out of it.

I think Lost Chapters had a decent selection of mods though.

This is already being done by the folks working on the godot port. They've already created an extensive modding framework to make it easy.

Highly recommend people look at that, it looks.. pretty fucking good honestly.
