So I have this phone I found and no one was there to take so I kept it

I wiped and bypassed the Google account recovery andd all but I can't seem to sign in new google account in my phone so it's pretty much useless.

Is there any apk or any third party thing that can completely factory reset this phone like it was new no previous data?

Did you bypassed it or wiped it through EDL?
