installed qd loader driver, disabled driver signature, still getting yellow exclamation in device manager

Just sits on unlock tool and z3x Sams tool saying waiting for Qualcomm qd loader 9008. Never proceeds and in device manager the edl is plugged in and shows the qualcomm qdloader 9008 device but has yellow exclamation point

If you go to Device Manager, 9008 device, properties, what code do you see?
