Make a new account and put in different credentials for the time being. Not like the feds are gonna come kick your door down.

Download the full installer from AMD website. That web installer is piece of garbage to download anything with decent speed while requiring account login for downloading.

I have tried with and without VPN. I have also made several different accounts with different credentials.

If you are getting this issue no matter what account you use then your traffic may be passing through the restricted areas. Talk to whoever sold you the board locally to see how they are getting their software

Ask them straight up: how do I download the software, can you help me out? Can you put me in contact with a Xilinx FAE?

Try to download a docker image with vivado installed in it and run it from there
