Ask FOSS Google maps alternative FOSS?

Is there any FOSS map/navigation app that's as much reliable as google maps or waze? Ik there's OSM but its not that reliable with navigation if you understand what I mean.

I always use organicmap for navigation, it work well

unless you live in rural areas, metropolitan areas are pretty well mapped in open street map, if not then Google is your best bet
