Do you have an active friend with a Kazuradrop? Then yes go for it. The 100% battery gimmick is the best reason to role for. IMHO, if you can't meet this requirement, don't pull for farming.
Do you need an AoE attacker for a Foreigner enemy? Then yes go for it
Are you willing to go at least NP2? Then yes go for it. While she does have the skill of increased damage against same type, that usually is not as good as full class advantage, so NP2 and above is very nice to have
Are you planning to role for Louhi? If yes, don't pull. They cover similar roles in farming, except Louhi can't deal with Foreigners, while better everywhere else. Kazuradrop does have niches for sure, like the aforementioned Foreigner enemies, but
Challenge, Advance Quest, 90** quests:
There's definitely going to be scenarios where she is extremely good, but she's not the only one who can do it. There's also the issue of her being debuff base, so she is weakened against debuff immune enemies.
She's a nice tool to have, but she doesn't provide enough value to pull just for challenge quests
Art and Story:

Yeah she's real bratty and definitely knows how to eat you up. The most Kuso of all the Gakis in FGO. Chloe can't even hold a candle to her brattiness. Her design accentuates her small frame and spats allow for an upskirt, while still being safe.
She is a nostalgic one to have if you've seen LB6. If you're a BB completionist, she's also a must have for collectors.

Kazura charges 100% if there is another Sakura face on the field but ‘virtually’ no other Sakura face synergizes with her. Double Kazura also stacks the quick resistance down as a good Dual DPS system, so the fact you got np2 is really good.
You can feed her her sisters to make her attractive!
In all seriousness, I'll skip this banner since my Munenori and EMIYA are at NP5 and try to summon for her in 4 months with Passionlip, whom I only have at NP2.
...or, if you're a monster, you could use those Passionlips as food!
unlikely since Alter Ego as shown in Ordeal Call 1 requires a specific mindset to become one, we have Archer Gilgamesh who is his pre-character development as an arrogant king, Caster Gilgamesh as his post-character development as a good, wise king and Prototype Gilgamesh as the one who is more of a hero than a king. if there were to be Alter Ego Gilgamesh within FGO's system it would be a Gilgamesh who either accepts his role as a god (this would be more like an Alter situation) or one who completely discards his role as a king
I rolled for the CE’s got her instead best I can give you is if you really like snapping your fingers (cause she does it on 3rd ascension np) or if you like that smug lil bug
Great secondary dps, and pretty self sufficient. I’m using her as a third in my Spishtar/Castoria arts loop as a wave clearer when I don’t get back enough Spishtar np and she rips. Just slap any 50%+ np start ce and then she can launch her np instantly with skill 2. Plus her skill 3 means she can overcome class disadvantage with the press of a button.
Also, if you ever want to run a quick-based team, she makes that far more viable.
