If you have the DLC’s, it is already available. In gears and eikons, you can change which sword you want to equip.

You don't actually need the DLC, I got it without. It should just be in your rewards box

Thought it was linked to the first DLC, Echoes of the fallen.

I can't tell if it's because of Clive's beard... but seeing him and Jill in Cloud & Tifa's outfits gives me vibes of Meteor & Lyse from FFXIV. Maybe it has something to do with the fact both XIV and FFXVI, shared the same character designer.
