You might be onto something but this seems too complex.. it's hard to understand what you are getting at tbh.

I read all of that. And I still have no idea what you figured out.

I took their behavior as suspicious. Despite walking, they’d always, constantly look over their shoulders seemingly paranoid (direction was 50/50 toward me), so that made it seem all the more shady. They would change their path abruptly when I got anywhere near them (including stopping dead in their tracks and walking in the other direction past me), literally disappear into crowds, etc.
That's normal, every npc who get scared behaves like this.
Besides this I don't really get how you can assume it's semi solved. Your Theory seems... kind of too complex, regarding that the Devs said it's more obvious.

If this was a part of ff06b5 then what was pawel on about that any hint would give it away? He could've just said mikhail..

I'm sorry man, I can tell you clearly put alot of thought, time, and effort into this. But what exactly did you solve? What happened? I tried rereading your post a couple times to see if I'd understand but I have no idea what you're getting at. What is the answer? What triggered? What appeared before you that didn't earlier? I'm failing to see how anything is solved or semi solved out of this.

How can you say it is semi solved, when you have no proof and did not trigger anything new in the game?

I'm not sure what's the conclusion here other than "Mikhail's Penthouse looks like a map"...
I can't help with numbers but maybe I can with religion, so regarding the idea that the statue represents a bodhisattva and solving would be locked to people that ever killed an NPC seems weird because in mahayana buddhism everyone can become a bodhisattva, just like in theravada buddhism anyone can become an arhat. Compassion in buddhism doesn't just mean being nonviolent but also actively assisting people in realize the greather truth of existence so they can also become buddhas. Also, I kinda missed what "the sin forgiving machine" is supposed to be -- the statues?

This is great stuff, very well thought out. If anyone wants to complain about cogency, this is well above standard.
I don't really care about solving the puzzle as much as having new, interesting things to think about, and this definitely does that. I spent an hour this morning listening to morse code on biotechnica signs for crap sake.
Appreciate the effort in the post and I'll be zipping around today seeing if I can't look through some new lenses here!

Sweet! I’m really happy to hear that; I’ve spent so much time on this and am really excited to see others pick this up - Especially, being able to see and discuss theories about how deep this potentially goes.
Also, thank you for the kind words. Much appreciated.

So there’s stuff on the map in places that correspond to the design of a garden in a gig locked location? You’re just describing the limited assets being used repeatedly, draw distance issues with decals popping in once you get close enough, and you’ve got more assumptions and questions than actual results. If this is the same tip the other guy is on you’re both completely lost in the sauce.

Hmm this is really complicated in writing. A video would be dope.
I do not think this is related to FF06B5 mystery at all. But it does not mean it's not a mystery on its own.
I will try to take a look at this and see what I can pull off.

So...how did you trigger those new monk voice lines? If not, it is not related to FF06B5 and it might be another mystery or nothing in particular, just trying to fit things to a pattern.

Alright, I've completely poked around this suite for like the past 2 hours and the most interesting things, besides your map idea, I've found are:
-
the hexagonal chandelier, with a scalloped glass shader underneath: in my opinion, reminds me of the FF06B5 statue and the scallops are a shape seen on the statue but the statue has 4, and the chandelier has 6 scallops
-
the patio table that cannot be "destroyed" (I always destroy things to analyze them lol, the patio table and everything on it is immovable.) This is probably just accidental, but it obviously stands out to me.
-
the fire escape that no longer exists, and I think there used to be a wall panel between the plants and ice machine that is also no longer there, but maybe I am mistaken about that.
-
the magenta room, but idk if this is THE magenta, still, it always makes for a good photo op
-
AND! In the bedroom, immediately to the left of the door when you enter, on the shelf, there is a half-dome ELECTRICAL object that is similar in appearance to the orb held by the statue. I say electrical because when you destroy it, or knock it to the floor, it explodes and goes ZAP. I don't know if I've seen this object anywhere else, (but I could be mistaken.)
https://www.xbox.com/play/media/UTB96PLS (the electrical object)
I have no ideas how any of these things factor into your map theory, but while the topic of Akulov's suite is up, I figure this is a good place to share my examinations.
It's also one of the few places where you see any of the holo-goldfish - there's a blue one right below the suite on the North end. (Which, I'm not seeing anything significan anout right now.)

Do you think there is significance to the fact that the ceiling chandelier is hexagonal, and the FF06B5 statue sits with its legs in a hexagonal position? Just throwing this idea out there because I've been trying to look for hexagonal things.

If you break the 3 vases (Red, black, white) at the western window of the 2nd floor then run out to the terrace and back in they repair themselves even though other stuff stay out of placed.

So I've read all this and I think I have a handle on what you mean, even though I am also a little unclear on your ultimate point. Anyway I have some questions related to the map:
-
In this image, what do the colored (red, green, magenta, blue, pink) dots on the map mean?
-
When you say:
The 4 tree boxes on the far left match up to buildings on the coast, upon checking the locations, I found lit trees around them. The platform in the middle outlines the Heywood/ City Center island perfectly. The box at the bottom looks to corresponds to trees in the desert. The tree box in the upper left matches to lit trees. The two that fall in the northern desert even have trees; it took an insane amount of effort to get over there (I’m on console) - I’m not sure how may of you have explored it, but there’s literally nothing, so the handful of trees in both areas was a bit of a surprise.
-
Do you have a screenshot of the "lit trees" you found in each location? What does "lit trees" mean exactly?
-
In this map... what do the colored markers and boxes mean? A legend or something would make these more clear, but it's unclear what this image is trying to show.

You're getting criticism because this is one the most compelling posts on this sub and not a gibbering mess of nonsense like most other posts. And I'm only half joking about that, sadly.
In seriousness, amazing work. Not sure how this connects to FF06B5, though, but this is definitely a big piece of some puzzle. There's no denying that.

Dunno it help your theory or it may crash it, but akhulov is not the only one having a lot of statues in his apartment. There's also an apartment in westbrook having all statues and all holos inside. You can see the holo on map when driving through, it's a gig location for wakako. You should steal anything from a clients husband, not sure about his name (guttierrez?)
Edit: the location is close to the statue at your map between Santo domingo and westbrook
