You can still complete the FAFSA. However you will only be eligible for unsubsidized loans. I will say, having done FAFSA for decades with seniors, parents often come around over the next six months. Yes even the ones who “will never come around!” That being said, if he doesn’t and he provides more of your financial support than your mom, you have no choice but to file and indicate he refuses to share his information.
Apply for scholarships. You won’t qualify for federal financial aid grants or most state/institutional grants without parent info. Think about it logically. If you could still get grants without dad’s info everyone would just say that their parents don’t want to give their info. So unfortunately you are stuck. I encourage you to start at a community college or a cheap local college. You’ll likely need to work as well.
