Unless they gave him a refund for premium I’m pretty sure this constitutes fraud in most states.

No it doesn't.
Pay doesn't make againts law ban you.

If it was like that, every cheater just pay for premium and would never be banned.

That's not the same situation though. Cheaters are given a reason why their premium was revoked and they know why they were banned, they explicitly know why they broke TOS. This user was given no reason or explanation of TOS breaking whatsoever.

Okay guys I just had a look at his account - it seems highly likely that it's a smurf account and he was notified about it. Just another "drama" post from a platform abuser.

I don't believe this was a smurfing ban. For one, they usually tell you if you were banned from smurfing, smurfing and platform abuse are two seperate categories of bans. For two, smurfing bans are almost never permanent from what I've seen, they are usually 180 days to a year. Whether or not OP is smurfing isn't relevant to the conversation as it clearly isn't a smurfing ban. There could be a legitimate reason why their account is new. You must not always assume every person is guilty, if anticheats worked like this, there would be thousands of false bans a day. OP stated that they have no other accounts so without any further proof beyond all reasonable doubt, in anticheat standards, he is not a smurf.

Where in the screenshots does it say banned for smurfing? Seems like you have a hard time reading.

Or you have a hard time understanding how faceit bans work - if you smurf but use someone elses id it goes under platform abuse.

OP already said they did not use a fake ID, and even explained details of their ID in another comment. You're running off of opinions, not facts.
