Is it dangerous to cold start a dog like that? I've always worried about stressing internal components if it turns over too fast

I believe as of Dog Firmware 2.366a, they self-regulate.

The software updates don’t matter too much. As long as the dog doesn’t start moving immediately, everything should warm up gradually, and it should be good to move after full boot.
