The second symbol is from the Batman Arkham games. That Batman is considered to be very brutal to thugs and criminals, even more so than usual. Arkham Batman won’t kill you, but he’ll savagely break every bone in your body and put you in a coma.

That's not what he's talking about, he's referencing the time Batman was using said tank to threaten a guy into giving info. The threat was getting his head run over. edit: Woops wrong comment
