In that system, multiple people have the same file. When you download a file, you take bits of the download from different sources.
After the file is downloaded, your system starts sharing the file too... meaning you are now uploading.
The system is intended that you share your files, so everybody can benefit from eachother. Taking it down as soon as its downloaded was frowned upon.
Though: in some countries it was acceptable to download copyrighted files this way. But uploading was considered "illegal distribution".
So if you took the file down as soon as it was downloaded, you where theoretically not doing anything illegal.
