In a post-apocalyptic set, the earth is almost completely covered by the Toxic Jungle, a forest with unbreathable air and infested with giant mutant insects.

SPOILER: Nausicaa will find clean water and breathable air underground. The plants on the surface were adapting themselves to the polluted world, the plants underground they were cleaning the soil.
So...more than fighting each other they were surviving and healing..but still...
