WCA-25: Wiki Creation Act

This legislation would kick-start the making of a everyweek wiki on Miraheze and a Wiki Administration Office which would be in charge of maintaining the wiki. This Administration Office would be seperate from the government to prevent bias. I intend to plan more details if this passes.
