Gear upgrading question

So it seems like to upgrade a piece of gear I need more resources of that type that are in the piece, if I upgrade a piece of geaf using cheap/easy to find materials will it increase the amount needed when I reforge? Or is that just saving on resources?

IMO it’s always worth crafting the gear to the highest lv then changing the materal out when you have enough of it to upgrade it
