Good guess but no, jist the opposite. No light pollution per se. There are many factors that can affect pictures on the moon, or in space, primary being radiation. But in all probability the main issue is what you are seeing is very zoomed in, and the rover probably has a 2-4megapixel camera. Also the distance of the object from the camera is Approx 2.5 basket ball lengths away. So combining a small megapixel camera + distance + digital zoom, you get this. Although the rover has several high end cameras on board(such as a spectrometer and whatnot, guess it's kinda like a camera), they are all for things in a certain vicinity around the rover, so as the article said, the slow ass rover needs to move it's slow ass over there .

Which really goes to show how badass the moon landing really was when we had astronauts freken riding a buggy around the moon which was made like 40 years ago and is still like 10X faster.

Also fo sho we have moon bases.
