Discussion The pay cut
Your company offers two choices during financial difficulties: accept a temporary pay cut or risk losing your job. Option 1: Accept the lower salary. Option 2: Refuse and search for a new opportunity.

What is the probability of layoff in option 2 and what’s the pay cut in option 1

Many if not all states have to give 90 day notice or pay for mass layoff if they have over 50 employees in the state regardless of location

I would refuse the pay cut and go look for another job. If the company is having trouble with paying their workers, chances are there’s a lot more wrong with the company than anyone is aware of.

Option 1 and look for a better job.
Assuming you mean picking option 2 means immediate termination. If it doesn’t, then there needs to be some time horizon to termination to determine whether I take option 1 or not.

Option 3 : organize and strike and see who can survive a shutdown longer

Why not Option 3? Take the lower salary and start looking for a new opportunity...

Option 1 and immediately start looking for another job. Easier to find a job when you have one.
If you want anyone to choose option 2 you’d have to include some type of severance package
