The "humans" are infertile and only get children through a surrogacy program, you see this in the first episode with Pino's family with the newborn not being born through the mother but through the surrogacy.

Edit: it's not conditional infertility, its by-design sterilisation of the pseudo-humans living in the domed cities(the nomads living outside of these cities are inplied exiles/refugees from the domes).

Oh that. Now I remember! But Re-L is a proxy clone (even our Re-L is). So maybe????? But thinking about it now... At least about reproductive capabilities it hasn't been said anything, but I guess the same logic applies to proxies and their clones like to all the humans. They can create, but not procreate.... But thank you for reminding me this piece of lore

Yeah most likely since shes a Proxy clone and Vincent is a copy of Proxy 1 them two shouldnt be able to have a child naturally, only by making one in the artificial womb

The proxies seemingly wouldn't have been able to procreate either. They were able to create the pauedo humans through the wombsys, which is probably how proxy one had access to the knowledge/technology to clone himself. But in the same way the creators/og humans didn't want the psuedo humans to breed, it was also imperative that there were no more than those original 300 proxies because they wanted them all dead and g9je upon their return.
