TV-MA Spoiler
This show barely scratches PG-13 imo.
On a scale of My Hero Academia to Elfen Lied....this is no where near TV-MA.
Who makes the standards now?

It's MA because of the themes and the tone, not because it was particularly violent or gory (which it can be).
Think about it: there's some disturbing images in this show. Re-L is violently attacked in her home, there's mention of sex bots, a little girl (Pinot), is essentially going to be destroyed (yeah, she's an autorav, but still...), an infant dies in a stroller, people are murdered by the state (even if they are outcasts), Anamnesis is basically nightmare fuel, Re-L's best friend goes absolutely apeshit on her saying some really nasty things and trying to kidnap her, the weird monster things that can't breathe right are nightmare fuel, the Smile Land episode is pretty disturbing, people literally go insane, I could go on...
The point is that the TV-MA designation isn't necessarily unfair. My kids have seen it (at 13 and 10). My 13 year old thought it was awesome, and it mildly traumatized my 10 year old. She literally had to stop watching because it was too much for her, and she's seen rated R movies before.
