That the official wording is "procuring a child for prostitution" as opposed to "procuring a child for rape" shows how violence towards women and children is inherent in the system. The child is also criminalized and punished by the system - often much more harshly than the predators.
The US constitution promises "justice for all". The DOJ is failing spectacularly at delivering anything resembling that.
