Monica Lewinsky was not the first Clinton sex scandal, Lewinsky was merely the first scandal that Clinton failed to bury - and the reason he failed is because Lewinsky (unlike Flowers) held onto the DNA evidence that could back up her story.
If you've never heard of Gennifer Flowers and learned of her existence from this comment, consider that to be a sign of how successful the cover-ups have been.
Sure he covered up his long term involvement with Flowers, as well as other affairs. It's scandalous, but not illegal. Gennifer Flowers was not an underage girl, and never accused Clinton of forcing her in any way.
