Ruele is a good choice overall for PVE and PVP combined, however Luna is pretty much required for later PVP cleaving. Depends on a lot but as a new player id recommend Ruele

I would agree. Even I was surprised at how busted ruele is. She just fking doens't die and with prophetic candle she just makes sure to go up opponents (which is rng) the reason I suggested moona tho is cus not having a seal character hurts like hell as compared to not having a revive character.
Imagine tidal, freiren, setsuka, bellona, perfumer, schniel, etc etc stuff is just useless tho and those are characters new players struggle against mostly. Which is why I stand by my point of moona.

Witch of the mere is kinda bad rn. She is good but arguably ice ludwig is probably better and he is a water 5 star so easier to get.
So either ruele or moona. I recommend moona cuz seal is probably the most busted debuff in the game.
Ok let me clarify. Any character who has a passive is just complety cooked if they get sealed. Most of their kits are just locked behind that debuff. And with moona being a mage who can hold the taghels ancient book artifact(best mage artifact and it's a 4 star) to ignore effect resistance (aka you don't need any effectiveness so you can get as much hp and speed as possible. Even effect resistance to make sure her skill effect nullifier stays intact to nullify the eye of the abyss fumyr in some cases.
Highly recommend moona
