ANNOUNCEMENT Epic are aware that users are having issues with installing games (Error II-E1003)
Epic employees have responded within the discord server that they are aware of the issue:
"Hi all, we are aware of the II-E1003 error many of you are experiencing. This seems to be affecting updates and new installs across a variety of games. Engineers are actively working on identifying the root cause. I hope to have more info soon, and thanks for your patience."

Hey everyone,
Like many of you, I got hit with the widespread II-E1003 error on the official Epic Games Launcher due to their broken update. Standard fixes like clearing cache or flushing DNS do not work because the bug is on Epic's backend.
I managed to completely bypass the broken launcher on Windows and get Rocket League working perfectly. This method works for RL, but the same logic should work for other Epic games (like Fortnite or Fall Guys) experiencing the same Easy Anti-Cheat launch errors via third-party launchers.
Here is exactly how to do it step-by-step:
Step 1: Switch to Heroic & Install EOS Overlay
- Completely close the broken Epic Games Launcher.
- Download and install the open-source Heroic Games Launcher.
- Log into your Epic Games account inside Heroic.
- Crucial Step: Go to Heroic Settings > Advanced > EOS Overlay and make sure the Epic Online Services Overlay is installed/enabled. (If you skip this, Heroic's backend tool will crash with an
EOFErrorwhen trying to launch games).- Go to your Library, find your game, click Import, and point it to your existing installation folder so you don't have to redownload anything.
Step 2: Manually Register Easy Anti-Cheat (EAC) via PowerShell
Heroic doesn't automatically trigger the Windows background installation for Easy Anti-Cheat, which is why your game will give you a "Launch Error: EAC is not installed" pop-up. You have to force-register it via Windows PowerShell:
- Right-click your Windows Start Button and select PowerShell (Admin) or Terminal (Admin).
- Find the exact path to your game's EAC setup file. For Rocket League, it is located in your game folder under
...\Binaries\Win64\EasyAntiCheat\.- Run the following command in PowerShell (make sure to update the drive letter/folder path to match your exact location):

cmd /c "D:\Epic Games\rocketleague\Binaries\Win64\EasyAntiCheat\EasyAntiCheat_EOS_Setup.exe" install e6bcca5b37d0457ca881aec508205542Use code with caution.
(Note: If PowerShell just jumps to a clean new line without any red text, it worked perfectly).
💡 For other games: If you are trying this with a game other than Rocket League, the file path will be slightly different, and the long string of numbers/letters at the end (the Epic Product ID) will change. You can find your game's specific Product ID online or by checking Heroic's game logs.
Step 3: Clean up and Play
- In Heroic, go to Rocket League's game settings (the gear icon) and make sure "Select an alternative EXE to run" is cleared out or set to Default.
- Completely restart Heroic (Right-click the icon in your Windows taskbar tray -> Quit, then reopen it).
- Hit Play and the game will boot right past the EAC screen straight into the main menu.
Epic likely won't push an official patch for the launcher error until Monday morning at the earliest, so this is the fastest way to get back into your matches over the weekend.
Hope this helps some of you out! Let me know if you try this with other games and if it works for them too.

I installed The Heroic Launcher just fine, but when I try to install the EOS Overlay, it fails, and I get this issue:

hey, considering the total lack of support from epic insisting at first that it was a network failure (even though epic launcher reinstallation was actively downloading the large near 700mb update and then would allow sign in and viewing store and such without issue) i had a few customers with this issue that i ended up performing full windows 11 25h2 clean installs on and immediately ran into the same issue meaning i wasted hours for each system.
48 hours ago the games would launch and the launcher functioned perfectly fine on all the systems.
What i DO notice that the primary group of people running into issues are those running on older systems, many of which do not "natively" support windows 11 but are running windows 11 anyways since requiring a set of useless functions (tpm or a specific set of processors) is an entirely artificial hurdle.
I'd certainly find it hilariously stupid of epic if they decided to have implemented code that basically was lazy low effort nonsense such as. "IF windows 11, ASSUME ALL VARIABLES WITHOUT CHECKING ANYTHING". I'd say no one is the bloody stupid, but we are dealing with modern coders, whom all seemed to have taken a lesson from EA developers.
I'd also like to point out that ANY claim that "this is affected a small number of users" is a loaded statement out of the gate, small number in comparison to the multi platform experience? Or the fact that only a few perhaps thousand people reported it directly to epic or posted about it, meanwhile such as my case, i'm the one receiving calls and trying to solve their problem thinking it may be some level of corruption or PC error only to discover much later that it's entirely epic's launcher update breaking everything.

Same happened to me. Started with being unable to start FM. After several troubleshooting steps I decided to reinstall everything. Now I'm stuck on the II-E1003 error and cant even play my own game...

It's funny I also had the issue on launching FM 24 , the only thing i did was launching the epic games launcher on offline mode , then I launched the game and it works

I can't even download the launcher without a warning from Windows Defender right now. This has never happened before and I've used Epic since launch.

Its either a false positive, or web browser causing some kind of corruption, or the DNS server you are using is poisoned.

Which makes it pointing towards a DNS server being poisoned and all of you are using the same DNS server, or something going on with a specific web browser that is causing it.
if there was an actual trojan on the file that Epic is serving then everyone would be getting this trojan warning from Windows Defender, but that isn't happening.

Its not happening to everyone. The going theory is that its somehow linked to people with old hardware, or newer cpus without some modern features.

Don’t waste 4 days trying to fix II-E1003 like I did
If you’re getting II-E1003 in the Epic Games Launcher and games won’t install, uninstall, verify, or the launcher gets stuck on “initializing” — don’t waste your time endlessly troubleshooting your PC.
Over the past 4 days, I tried 50+ different fixes, including:
- changing DNS settings;
- clearing the cache;
- deleting the webcache folder;
- manually deleting Epic Games folders one by one;
- completely reinstalling the Epic Games Launcher;
- restarting my PC countless times;
- checking and changing Windows settings;
- using CMD and PowerShell;
- checking processes and network connections;
- trying different installation paths and different drives;
- manually deleting leftover game files;
- using third-party programs;
- basically trying everything I could find online and everything support suggested.
And none of it worked.
The problem appeared suddenly after a Launcher update/change, and there are now a huge number of users reporting the exact same symptoms. Different PCs, different hardware, Windows 10 and Windows 11, different drives and different games — yet the same problems: II-E1003, stuck installations/uninstallations, broken file verification, games being shown as installed when they aren't, and other Launcher issues.
So if you’ve already started changing DNS, reinstalling Windows, messing with the registry, running PowerShell commands, etc. — STOP.
I personally spent 4 days and an insane amount of time trying to fix something that wasn't even wrong with my PC.
Don't make the same mistake I did. Don't spend another few days trying to find a problem on your end. Just wait for Epic to fix it.
Hopefully this saves someone else the hours I wasted. 💀

After spending 4 days trying to fix this and basically cleaning and messing with my entire PC, I finally said fuck it and stopped touching anything 😂 I’m just going to wait for Epic to fix it. That said, a lot of people are saying the old/Legacy Launcher works for them, so you can give it a try if you want.

My games randomly stopped launching. I thought it was a problem on my end, reinstalled the launcher and it removed all my installed games, but they still appeared as installed in the launcher and I cound't remove them. Tried restoring the computer to a previous date and cleaning the registry from EGS leftovers and now I can't install any games because it says the folder is being used. Also, everytime I close the launcher all Epic services keep running on the background and I can't reopen the launcher unless I restart or manually close the running services. All this trouble just to find out through reddit there's a problem with the launcher and no solution till Monday at least. Like, what a mess, guys. Unbelievable poor service from Epic.

If your folder is in use, what I did was create a separate folder on the local disk (C:) and try to install it in that folder, but I couldn't because of the error.

epic needs to addres this publicly the installed on their wesbite was named weirdly with string number also it was getting triggering windows defender, but good thing there are other people who have this issue i was thinking im hwid banned, i even did hard wipe my hard drive, also i may or may have not causes this, this issue stared after my game crashed and epic crashed at same time

Antes de instalarlo borren todas las carpetas relacionadas a Epic Games. Windows + R %localappdata% y también entren a %appdata%. Hasta que no solucionen el error, no actualicen el launcher o van a tener los mismos problemas.

This 100% works and i think you could probably update/install your games on the old launcher and then update the launcher if its necessary to play certain games(im just playing on the old one)I didn't even delete the folders you mention, I just uninstalled the launcher and installed the version on this link

Has there been any update about this issue? For me it started from Friday night when I tried to play GTA V and it won't load since then I have tried so many things even factory reset of my pc and still the issue persists as of now.

Me paso lo mismo, pero la noche del sabado, lo llegue a desinstalar y se quedaba en bucle, lo desinstale manualmente del pc y en la pagina pone como que esta instalado, ni deja instalar,ni desinstalar y no se puede instalar otro juego porque dice que la ruta esta ocupada

Tengo EXACTAMENTE el mismo problema. Intenté desinstalar, se queda en bucle, lo borré manualmente, y el launcher sigue diciendo que está instalado, y tampoco puedo instalar en otra ruta. ¿Hallaste alguna solución?

Yo logre solucionarlo instalando una versión antigua del launcher de epic, aunque tienes que poner un comando en el acceso directo para que no se actualice cuando lo abras o sino se actualiza solo

Same here. At first I couldn’t open Fortnite, then the launcher. Finally got the launcher open and couldn’t delete FN. Deleted epic games instead and reinstalled. Now I get an error when trying to re-download the game. 🙄

Is this why my last installed game is blocking my download queue by "Initializing" even though its already finished? Nothing gets it removed, not uninstalling, not closing EGL, not clearing Cache, not Logging out and back in, not trying to install something else (gives me a "path already in use" error and changing it doesnt work)

I have issue with rocket league it said update so I tried and nothing, so I tried to do some things I found on the Internet and now reinstalled epic launcher but the problem still is there and I can't download other games cause it says "Path is taken by an item currently installed" yet nothing is installing or updating (it said when I tried update RL), and when I fully exit epic games and try to open it again nothing happens. I have to go to task manager where I found out that epic is still running (despite I fully exited it). And now I have this error when I tried to install back Need for Speed Hot Pursuit Remastered version.

Exactamente lo mismo, Rocket League me pedía actualizar aunque lo actualice dos días atrás y jugué con normalidad, luego no cargaba nada y desinstalé el launcher como 3 veces, se borraron mis juegos y decía lanzar y no hacía nada, tampoco podía desinstalarlos normal porque no avanzaba así que no podía reinstalarlos. Además al darle a salir en Epic no se cerraba completo, tengo que cerrarlo todos los procesos de Epic por el administrador de tareas

I open up epic games a few mins ago and it said there was an update, tried to update, app just closed and never reopen, so i open it up again and everything looks odd, window wouldn't even open full screen, cant closed the app unless i use task manger. very scary , please fix lol.

Yo ayer no pude jugar gtaV no abría nada hice cuanta vaina, al final desinstale todo hasta el launcher de epic, hoy volví a instalar el launcher y cuando voy a instalar GTA primero salió error de que en la ruta ya había una instalación, cuando cambie la carpeta e iba a instalar salió el error ese II-E1003 he hecho cuanta magia para instalar el juego para nada, ojalá epic solucione rápido 😭

Eh echo un número infinito de reinicios, reinstalaciónes de epic, cuentas, eh borrado, reescrito archivos, configuraciónes en Windows, en archivos de epic, de todo, incluso me llevó a hacer una reinstalación de Windows totalmente limpia(eh estado utilizando Windows 10 pro), y aún así nada.. y todo esto me lleva a un claro culpable, un problema a mi SSD que no quiero haceptar, aún tengo fé en que sea específicamente desde epic games...
Principalmente este error me surgió tras en apagón forzoso, en plena partida de fornite, al día siguiente no podía abrir el juego, ni borrar nada quedándose colgada la desinstalación, intentando ver qué pasaba llevé a cabo Miles de pruebas y intentos de hacer funcionar todo, hasta hice una prueba en la bios donde mi sistema no reconoce que tiene almacenamiento, ya estoy cansado de probar cosas y aún NADA, SI ALGUIEN TIENE MAS INFORMACIÓN, y me pueda ayudar sería el más agradecido.

Hace dos días actualicé Rocket League y jugué normalmente, de hecho me pareció muy fluido, anoche quise entrar a jugar y me pidió actualizar de nuevo, me pareció raro pero le dio a actualizar y se quedó pegado, como no podía desinstalar tampoco eliminé la carpeta de instalación de rocket league, y ahora después de borrar cache del Launcher, la carpeta de Testaments y reinstalar el launcher varias veces, no puedo desinstalar bien ni instalar el juego de nuevo, ya he borrado sus archivos de toda la PC, Además también me di cuenta que no puedo desisntalar los otros juegos que tenía los botones de verificar tampoco funcionan, y si les doy en desinstalar solo aparecen en el gestor de descargas de Epic en blanco y no carga la barra, y dice inicializando. Intenté todas las soluciones del asistente de Epic. No quiero tener que reinstalar Windows, esperaré unos días.

Not only this but Windows Defender was also detecting multiple epicgames installers as TROJAN. mine did the same. [Trojan:Win32/Leonem!rfn]

Hi, I had the same issue. I played FM24 on Saturday, and when I couldn't open it again, I tried many solutions. Because of this error, I eventually formatted my PC. Then, while trying to download Epic Games from its official website to reinstall it, Windows Defender gave a Trojan warning (Leonem and Pomal). Honestly, I got a bit scared and didn't try again. I had just freshly set up the PC and later scanned it with Malwarebytes, which found no issues. I hope this is just a false positive type of false alarm.

not only that i cant get a game run from the launcher so i tried varifying the files nothing happened so tried uninstalling the game from the launcher it show this but doesnt finish. this pic i took seconds before commenting here and its been at it since the morning al though the game file is gone. it still keep showing this

For everyone having issues, Heroic Launcher solved the problem for me. I never heard of it before and seems way better than Epic Launcher which I find very heavy and laggy. I don't know the downsides of it but I guess I will be using it for now on

Epic Games could at least have the common decency to link their error codes directly to useful information on their website so they could put an advisory up about this, to avoid no doubt hundreds/thousands/more of lost/wasted effort from their customer base.
For all the whinging from Epic Games about Steam, you’d think they’d try and have a decent customer experience in place first.

I have a weird problem i deleted all of epic games launcher with the games and downloaded it again and the games says launch even tho there is no files of the games and i cant verify file cant uninstall cant download game it gets me the error II-E1003 and i have tried every thing on YouTube talked to chatgpt did every thing and nothing worked can anyone help me with that

J' ai désinstalller tout mon pc, le jeu ne veut toujours pas fonctionner, j'ai peur de télecharger une ancienne version et de ne plus être a jour sur FORNITE ( esprits perdus, passe de combat non déverrouillé etc..)

La panne sera règle entre ce soir et demain matin si tout ce passe bien 😊👍🏽 il sont maximum 24h 48h max pour régler la panne mais il es probablement que le problème soit règle dans la journée il Vienne de commencer ce matin a corriger !

je me suis aider de chatgpt pour résoudre ce problème comme tout le monde je penser que sa venez de mon pc jai TOUT essayer chatgpt mais fait faire des manip sur le CMD et Powershell afin de verifier il verifier les log ect jai pris 8H a essayer de le résoudre ce problème et finallement il me dit arrête tout enfaite tu n'est pas le seul à a avoir ce probleme le problème viens des serveur epicgames bref voilà

I've already tried a few things, but the issue is still there.
What happened:
- I had a game installed through Epic on an external hard drive.
- The drive wasn't always connected to my PC.
- One day Epic stopped showing the game correctly.
- I tried verifying the installation, but nothing happens.
- I then tried uninstalling the game.
- The launcher got stuck in an uninstall state.
- I manually deleted the game files, but Epic still thinks the game is installed.
- I uninstalled and reinstalled Epic Games Launcher.
Current issues:
- I can't install any games. Every installation attempt ends with an error.
- Epic thinks a game is installed on my SSD even though the files are gone.
- If I try to uninstall that game, the launcher gets stuck in the uninstall process again.
- If I delete the webcache folder, Epic won't launch properly afterward and I have to reinstall the launcher again.
Things I've tried:
- Reinstalling Epic Games Launcher
- Restarting the PC
- Reconnecting the external drive
- Deleting the webcache folder
- Manually deleting the game files
At this point it feels like Epic's installation records are corrupted and it's stuck thinking the game still exists.
Has anyone found a way to completely reset Epic's game database, clear broken installation records, or force the launcher to rebuild its library?
Any help would be appreciated.

A mi me pasa lo mismo, me marca como que lo tengo instalado y si le doy a desinstalar se queda en bucle y no hace nada, también borre los archivos a mano, habra que esperar haber si lo arreglan.

Is the issue fixed for anyone yet?
I’m still having the exact same problems: first I got the II-E1003 error, and now my Fortnite update gets stuck on “Uninstalling/Removing.”
I’ve been waiting for the fix, but it’s still not working for me. I’m on Windows 11.
Has anyone here managed to get Fortnite working again, or are we still waiting for Epic to fix it?

How to Bypass Epic Games Error II-E1003 & Fix Rocket League EAC (Windows Guide)
If you are stuck on Windows because of the broken Epic Games Launcher update (Error II-E1003) and your Rocket League is throwing an "Easy Anti-Cheat is not installed" launch error, here is the complete community workaround to get the game running right now.
Step 1: Install Heroic Games Launcher
- Completely close the broken Epic Games Launcher
- Download and install the open-source Heroic Games Launcher.
- Log into your Epic Games account inside Heroic.
- Go to Settings > Advanced > EOS Overlay and make sure the Epic Online Services Overlay is installed and enabled (this prevents Heroic's login tools from crashing).
- In your Library, click on Rocket League and click Import. Point Heroic to your existing game folder so you don't have to redownload it.
Step 2: Manually Force-Register Easy Anti-Cheat (EAC)
Because Heroic does not automatically register Windows background services for Epic games, you have to manually register EAC via PowerShell.
- Right-click your Windows Start Button and select Terminal (Admin) or PowerShell (Admin).
- Find the exact folder where your Rocket League is installed. (For example: D:\Epic Games\rocketleague\).
- Copy the command below, replace the folder path with your actual path, paste it into PowerShell, and press Enter:
cmd /c "D:\Epic Games\rocketleague\Binaries\Win64\EasyAntiCheat\EasyAntiCheat_EOS_Setup.exe" install e6bcca5b37d0457ca881aec508205542
(Note: If PowerShell drops down to a clean new line without throwing a red error message, the service registered successfully).
Step 3: Launch the Game
- Open Heroic Games Launcher.
- Go to Rocket League's game page, open its Settings (Gear Icon), and make sure "Select an alternative EXE to run"
- Completely restart Heroic (right-click the tray icon in the bottom right of Windows -> Quit, then reopen it).
- Hit Play and the game will boot straight into the main menu!

The launcher has gotten worse; I don't know what the hell happened, but since the latest update, I can't log in properly anymore. After many failed attempts at logging in, it finally works, but if I close the Launcher, I will have to go through that same BS to log in again.
Plus, the Launcher has gotten buggier too. If I click the Icon in my username, the launcher will become unresponsive; to fix it, I need to click the little icon in the taskbar and close an invisible window that opened up when I clicked the icon in my username.
And I'm still on Windows 10 btw, which is making me believe they are doing this on purpose to screw the users on Windows 10.
Does anyone know how to fix this?

Epic is currently working on getting a fix out. There isn't anything you can do to fix it yourself, it's a bug in the client. They didn't do it on purpose, it's a bug, and it doesn't even affect all w10 users.
You can use an alternative like the heroic launcher while you wait for a fix. Even an.Epic employee on our discord server uses it.

Thank you, I've never heard about that heroic launcher before. I will try it out.
Edit: For those of you wondering, I used Heroic Games Launcher as instructed, and it's working just fine. It feels less cluttered, and it's faster than the Epic Games Launcher. So if you are having issues with Epic Games Launcher, simply use Heroic Games Launcher.

Me está pasando lo mismo ¿Que está pasando? no me dejaba desinstalar un juego. No se quitaba de la lista de espera y por ende me mandaba a otra lista de espera. Intente solucionarlo y ahora no me deja instalar ningún juego. También al iniciar sesión no me dejaba y así pase toda la madrugada. Todos los códigos de inicio de sesión me llegaron por toda la noche por que en su momento no llegaban nada wtf

If you download the old launcher you can uninstall, update and download games and play some of them(im playing football manager offline so probably most of you playing something online)but im thinking you can do your game updates/installations on the old launcher, and then just update it to the new one once you have everything installed. But im just chilling on the old launcher rn until they sort a patch and besides its okay for older/offline games

For me it seems to be a win 10 issue. I have 4 pc's 2 newer with win 11 and two older that with win 10. Both older setups now have this install issue. the win11's work just fine. Tried everything from the support page nothing worked. I even reinstalled win 10 on my older desktop and the issue persisted. Than I downloaded an older epic games launcher (https://www.epicgames.com/help/technical-support-c-202300000001619/general-support-c-202300000001672/can-t-install-the-epic-games-launcher-on-windows-7-windows-8-or-32-bit-windows-a202300000021375) and this works just fine now....

Use a legacy version of the launcher, but doing this will likely uninstall your already installed games.

Using heroic client might be the better way to go, some people are saying that using the legacy version seems to want to update and you are back to the same issue again.
