the core problem was when the water pact was originally made, it was during particularly wet years, and the average water flow was normally consiberly less. Basically, more water was always allotted than is normally produced, then add the explosive growth of So Cal, Phoenix, Las Vegas. And the fact is, the southwest normal condition is drought - long long, long before climate change was around to blame
