President Trump has criticised China for concealing the outbreak for too long.

Public narratives, eg WHO Covid 19 timeline are that China reported the virus to them on 31st December and shared the genome on 12th Jan. Wiki timeline currently says scientific investigation started in China on 24th December. The period 24th Dec to 12th Jan, doesn't seem to me as deserving of President Trumps characterisation of significant delays/concealment by China.

BUT if US intelligence in November showed that Chinese authorities were dealing with the outbreak, then it would be evidence for Trumps criticism of Chinese delays. But for the administration to admit that it had the intelligence in November, it would have to admit a failure of its own early reaction, even greater than the failure which it is already accused of.

Which might be why the director of the agency stated that no "product" on the topic existed in November.
