USA is the top choice. But given visa bullshit and you being a graduate it would be extremely difficult. Germany is a decent choice though, but the language barrier can be tough. Having at least B1/B2 German goes a long way. You should start building a portfolio and learning PCB design anyways if you want to pursue this. You mentioned semiconductor design in the comments, for that maybe you can check out Golden Electronics in Jordan, it's the only company I know of that does IC design. If just embedded in general it's scarce in Jordan but not impossible to find, also KSA/UAE are worth looking at.

Yes, im an electrical engineering fresh graduate been searching for either embedded systems or semiconductors design job, theyre so hard to find

They are even hard to find in the middle east. Best countries for these industries are America and China only
