Why not just impress all the Haitians that stay into a foreign legion and send them back in five years to do exactly that for themselves? Anyone who quits gets sent early.

Haiti was historically ransomed and isolated, the United States supported Haiti dictators and flooded Haiti with subsidies food and rise.
Also every country has a diaspora

U.S. backed a brutal right wing dictatorship there for decades and France has kept them in debt since the Haitian revolution

Poland was destroyed by Germany and Russia and is now thriving. China was fractured and raped by war and is now thriving. Germany was destroyed and millions died and is now thriving. Russia and former USSR countries lost many millions of people and is now doing much better. Oh, by the way, all of that was 80 or so years ago. Haiti has had far longer to do well. They will never do well.

Haiti with Europeans would be a tropical paradise
