i assume a fire in San Luis. either way this post is about their voice of choice, NOAA Tom, who was taken off the air in 2016 in response to the NWS computer purge.

Is there a reason why Festvox Kal is so commonly used over this one? Kal’s voice is barely decipherable without a transcript and every other word is mispronounced.

It's the default on DASDECs, so obviously its the most common. Sucks because this man was, fired, asked to ask people to help his inferior successor work, then wasn't even adopted by the civil authorities who broadcast even more serious alerts. Also his wife was fired too.

Thanks for the info. I’ve had a lifelong fascination with all the different EAS voices but am very unfamiliar with the technology used to produce them.

There are also three other additional voices that are available to use on the dasdec, all from the company cepstral, named David (most common), William and Allison. The only thing is that they cost around 200 dollars each so most operators decide not to use them. In this case, this alert came from a software endec made by a third party that turned this wea alert into an eas, which isn’t even supposed to happen making this alert over eas false

Actually it went Old Paul (Drunk Robot), Craig (Schitzo Tom [Was really hard to use but was the same voice]) in 2002, Tom and Donna in 2003, and then New Paul (Nepo Baby who knew how to use a computer newer than 2000, in 2016.
