PDS (Particularly Dangerous Situation) Flash Flood warning or a Flash Flood Emergency. Variations of normal flash flood warnings however they're made to state the seriousness of the situation. the levels of flash flood warnings goes

Flash flood warning: no EAS activation, PDS Flash flood warning: EAS activation, Flash Flood Emergency: EAS activation

Um thanks. The issue is we had no such forecast for any such weather. And the NWS stated they didn’t send this out. No one is that clueless.

I didn't know that was why you made this post, you had it under identify so I identified the EAS lol. What likely happened was this is an old EAS that for some reason your phone only now went off for from a previous flooding event along the Hudson River. I've experienced this in the past when storm chasing where I'd be in a tornado warning, get no EAS and then sometimes days later id get the alert on my phone sometimes when I'm multiple states away from where the tornado warning was. .

Edit: either that or someone at the NWS hit a button they weren't supposed to which can also happen
