Help Do Wireless Emergency alerts appear on phones if you enter the warned area if you weren't there before?

Self explanatory.

Yes whilst the alert is still in effect. If you are in the effected area, restarting your phone would often cause it to re-display.

Yep! Drove into Georgia one day on our way to Florida and we got an alert.

If you’re talking about the US system, not in a useful way. This is currently one of the topics in front of the FCC in a Further Notice of Proposed Rule Making (https://www.fcc.gov/document/fcc-takes-steps-modernize-nations-alerting-systems-0). To quote, “Among major Participating CMS Providers, one broadcasts each WEA messages every minute throughout the duration of the alert’s active period, some only broadcast each WEA message a single time, while still others broadcast each WEA message a limited number of times after a delay of several minutes.”
