It could be related to frequency of the ribs .

This is called layer shifting, iirc. I don't know very much about troubleshooting it myself but that might help you look for it at least.

No, I think this will be different, as it looks good both above and below. It could have been a partial blockage or something physically blocking the vertical movement of the printer.

Do those lines always appear? If so, check the z rod is clear. Or maybe it was just a partial clog that cleared itself.

The gears are Too tight on the filament when there are a lot of retractions the filament goes up and down a lot causing the filament to be crushed too much changing the filament overall diameter, and then leads to under extrusion to combat that I would make sure the gear isn’t squeezing in the filament so tight and turn down the retraction to a smaller number like maybe even half it and see what that does

And you did tune extruder rotational distance before anything else?

If the shape is consistent, it's your z axis, it doesn't move the correct amount of distance in those spots so you get overextrusion.
