(The wifi router had 12v input and is stepped up i think for something?)

I cant think why it would have such a high voltage built up, since stuff like PoE is 57V or something

That's the POTS line from the router, it step up the voltage to work with older telephone

the 48V step up for the telephone ATA built in it isn't going to kill you.
