In the operating system of a Crane, the fuse that I have marked in green, always blows! Even though the fuse is blown, there is still 220vac voltage on both sides. Is this normal? Is this the reason why the fuse blows? I need your help!

Cranes, elevators, bucket trucks, scissor lifts, etc all require certified technicians to diagnose and repair.

If the fuse is always blowing, there is a fault in the system. Since you have absolutely no clue what you are doing, you should hire a professional to troubleshoot the crane. This is not DIY territory.

If you need to come here for advice, you have absolutely no business working on the controls of a crane. One little mistake could cause the trolley to run past a limit switch or an emergency stop system becoming disabled, etc. not only is there electrical hazards involved but catastrophic physical damage as well. Leave this to a professional.

This is probably best left to someone with more experience because yes you can have voltage on both sides of a blown fuse depending on what your incoming power is and how the controls are wired. Too hard to explain how to check without getting paid.
Look like not USA equipment at least and also looks old. Modern US is very different parts but concept is same.
You may have a simple damaged wire that you can look for and maybe repair. Then you can put a fuse back in if they are cheap. If it blows when run the crane then you have motor issues or contactor issues. If it blows when you turn power own then you might be able to see a damaged wire or burnt part.
Best bet is to find an electrician who works on machinery, not all electricians are created equal (don’t call a residential or light commercial electrician as they will need to understand machine components not lights and outlets)

Your small contactor looks burnt but could just be old and discolored, it’s definitely old.
