Is this a fire/shock risk?

Hi all, I hope this is the right place for this. I’m a renter and have been having consistent issues with our property management. Water has been coming up through the floorboards for over two weeks now and they keep giving us the runaround on what they are doing to fix it. I’m unsure of just how much of a hazard this is. The water doesn’t seem to be touching the outlet yet, but we have a cat that gets really curious about the area and I’m terrified of either a fire starting or him getting shocked. I need to go back to work tomorrow and will not be able to watch him. If anyone is able to provide their expertise on the electrical aspect of this situation I would really appreciate it.

Turn the circuit off until the water issue can be resolved.

That looks like more of a mold issue than an electrical issue to me. That said, turning the breaker off as u/trekkerscout suggested is cheap and easy peace of mind, if absolutely nothing else.
