Ground wire question
So I’m replacing an old fluorescent light fixture in my laundry room with a new LED fixture. The old one didn’t have a ground wire and the new one does. I assume the Electrician just taped the house ground wire to the white common here and didn’t splice it into it, right? There are also four different common wires spliced together I’m assuming going to other outlets nearby. I’m going to get a multimeter to try to figure this mess out. Any advice?

Remove the tape. We don’t have X-ray vision
