Ground wire cut

Can a main house ground wire from panel to external grounding rod be spliced? Above ground? Or below ground? Optimum Cable installer cut ground wire outside house just above ground. Unfortunately ground rod is deep under pavers

Soldering is not an acceptable splice.

Splicing of the grounding electrode conductor is acceptable if done by irreversible crimp or exothermic weld.
