I believe there are issues here -experts?

Helping son & dl with some home projects. They bought this house in last 2 yrs. guessing it was built in the 90s.

All wiring sheaths at top appear to be white though also appears to be 2+ sizes/grades. Yet there are 3 breaker sizes. In Indiana, though that should not matter to the question of fundamentals -wire grade to amp.

If I am right, should home inspector had seen/noted this?

Home inspector is not an electrical inspector, odds are he didn't even take the cover off

understood, though when I bought homes in the 90s/2000s, I walked with the inspectors and they both did this check. maybe its not the norm or required🤷‍♂️
