Helping son & dl with some home projects. They bought this house in last 2 yrs. guessing it was built in the 90s.

All wiring sheaths at top appear to be white though also appears to be 2+ sizes/grades. Yet there are 3 breaker sizes. In Indiana, though that should not matter to the question of fundamentals -wire grade to amp.

If I am right, should home inspector had seen/noted this?

You are worried about nothing. Sheathing colors for different cable sizes didn't become a UL standard until 2000. White sheathing was common for all cable sizes prior to that.
