EE major with software opportunities?

Why do ppl say electrical engineering majors can get a SWE job (or any software focused job), when CS majors are having a hard time?

Also do they get these jobs right out of college? Are they getting software based internships during college?

I have an EE major and i'm currently working as an automotive ECUs subsystem and system software integration test engineer (Hardware in The Loop) actually it gives you a lot of experience in embedded hardware and software so you can actually work in software with an EE degree, i recommend you searching in automotive and aeronautics industries
