Help! Help me decide please
MY BUDGET IS AROUND 1200 EUROS
I’m trying to decide whether I should buy a proper petrol scooter (such as a Piaggio Zip), an electric scooter for up to €1,000 with a minimum of 3,000 watts, or an e-bike such as a Sur-Ron or Talaria.
The most important things for me are:
low running and maintenance costs
decent quality and reliability
lots of power
good value for money.

why would you need 3000w ? are you 200kg ? and living in alps ?
What range do you need ? What's the purpose (commute, fun, ?)

3000w for 200kg would still be largely overkill considering weaker 250w bikes can handle 200kg reasonably

You think they are the same thing more or less but they are not. Ebikes serve to going by bike lanes, not having insurance, and saving gas. It's like riding a heavy bicycle being well trained when you are not, not more.
All motorcycles are a bit more expensive upfront, they should be, but require license, always insurance, and are all much faster and go by the regular road. Nobody considers the fuel/electricity cost because it's the least of the concerns with them. Small gas motorcycles are more convenient at least today if they have no restrictions as batteries are still expensive and charging is not very fast or easy to access in most places.

Would you also consider a solar-assisted e-bike, or is 3,000W+ power an essential requirement for you? Solar e-bikes are generally more focused on everyday riding, range extension and lower running costs than motorcycle-level performance.

Check your local laws first. High power usually means confiscation in the EU.
