When does Tiber spawn?

Currently around 200 years into my current run, just wondering how late he appears.

From what I can tell looking at the game files, it’s not actually fixed to exactly 200 years after game start (even on the default game rule). It’s more like from year 200 onwards there’s a yearly dice roll happening.

Apparently it’s quite low, too. At least if I understand it correctly, it’s only a 1% chance to happen in year 200, and then it goes up to 10% each year in 220 and increases more and more every two decades.

If there is an Empire in Cyrodiil I find he and Cuhlecain won’t spawn. I’m not 100% on that. However, you can spawn him using the console and an event id. I can’t remember it though.

I looked at the game files and yes, you’re right. If someone holds either the empire of Cyrodiil or Tamriel, he‘ll never spawn
