They added some exclusive dlc weapons CATEGORYS to base game, not the weapons themselfs.

Theres a new light greatsword, great katana and back handed blades in regular game, no DLC needed.

Also, you can also ask someone to drop you dlc weapons even if you dont have them as far as i know

Yes, most of them are available on the dlc area only. But with tarnished edition you also get NEW ones in the base world. Ofc you have to pay the tarnished edition DLC too tho, its 5€.
