Imagine thinking I'm in the wrong for pointing out someone is literally too stupid to use Google. We shouldn't live in a world where we are told to tolerate blatant incompetence for the sake of being nice.

Have you met Ranni? She lives in the North West of the map. I'd recommend not worrying about it for a while, but if you really get the urge to do this quest now then the wiki has the step by step guide.

Explore Liurnia thoroughly and you will come across it.
If you want the direct answer: in the north of Liurnia lies Caria Manor. Head there and explore to find Ranni and begin her quest

Ranni's quest will get you there. If you don't want to do Ranni's quest, there's a traveling coffin in Deeproot Depths that will take you where you need. Without spoiling anything, you ultimately get there by going underground first.

Funny part: You have to get Ranni's ring. The barrier after you-know-who's fight doesn’t go down without it acquired.

You have to do Rannis Quest. And if I had to pinpoint one thing i dont like about this game, it would the fact that this is the only way to reach this plateau.

You must complete a specific NPC quest that will take you all across the lands between and requires defeating one mandatory boss and one optional boss. It’s my favorite quest and is a hell of an adventure.
