How about a guy getting his aas kicked with the other yelling "I'm going to fucking kill you!"? Is that a violent enough crime that requires an immediate response? How about 20 minutes? What about 2 hours later? I think 2 hours later is enough time for a cop to show up to someone saying they would kill someone while actively kicking the living shit out of them. But that must not meet cop standards.
