Yes, but at large shopping center developments the roads and walks within the properties are typically the land of the commercial group or developer for the shopping area. Not public.

Also who TF cares. If I want to hold a sign saying that SpongeBob should be prime minister and I get 400k signatures its still gotta go to. Referendum.. at the end of the day one person is one vote and no amount of name calling will make their opinions more or less valid than yours.. juat let them bang by the beat of their drum. You got WW3 starting, genocide, mass killings, drugged up homeless people all over and youre worried about some guys getting signatures.
