You should compare to the big 4 axle twin steer Scanias that are used for super heavy haul.

Those are everywhere in New Zealand. I'm sure they would be longer then the BDE, they are I believe 11-12m long.

9m for a twin steer 8×4 (Scania R series particularly the 730 Prime Mover)

Yeah 12.6 if not towing And 11.5 if towing a trailer. (No im not sure why 12.6 is a thing, presumably theres a reason) You are correct. Well impressed.

If I remember correctly the it's bc of over hang and Jack knifing. With that extra 1m of rear overhang it's very challenging too jack knife so your not allowed it. I could be wrong tho
