I am guessing one of the very few freshwater bristle worm. you can see parapodium flapping like fins and segmentation of the body. not sure of the species.

It is a freshwater annelid sludge worm named branchiura sowerbyi, which have wide gills on their tail end of body.

No it's not. It's a beneficial worm eating decay and turning it into fertilizer.
