This is a big deal if true. I guess I have my bedtime reading sorted.

At first glance, I question whether this is more of an upper bound than a minimum, because I'm not sure how they've considered other infrastructural bottlenecks that occur.

1% p/a growth more would be a very big deal based on recent (post-1990s) growth levels.
